Actually I'm thinking it'll be more like Homer Simpson going into
international waters so he could have drunken monkey fights with hookers and

Remember the Raft in "Snow Crash."

Actually, I'm reminded of that abandoned oil rig in international
waters that set itself up as a sovereign nation and tried to make
itself into a data haven. Didn't get very far, apparently.
