REALLY bizarre Japanese Flash animation

This isn't one of those cutesy "weird" videos we've seen with pictures
and images from pop culture spliced together to create a strange
video. No this one is really bizarre because it's SERIOUS...I think.

I think it has something to do with a public service message for
energy conservation ("in the summer, turning the air conditioner up
one degree will save energy"). But why does it show an 8 to 10 year
old boy (I think) dancing around a G-string?!?

Its not a 10 year old boy in a G-String Its the Anti-Energy coservation
