This may have started in Germany. I dunno. But I read a detailed
newspaper report on this phenomenon having started up recently in
German cities. Dog turds on the street with little American flags on
toothpicks in them. Like the ones used by NASA on the moon, they are
stiff flags which don't really flutter in the wind or anything.
This isn't the article I was thinking of -- this one's local. The one I
read indicated that it was a minor fad in some cities.

That is by far the lowest-rent trick for getting
national publicity, including pictures, I have
ever heard of. Though I would use Avery labels
on those sharp bamboo shish-ka-"Bob" spears you
can get at the grocery.
Especially, after it happens, somebody calls the
local newspaper and TV stations and bitterly
complains. And threatens. It helps if they
threaten. Maybe claim that it was a protest by
PETA against the Bush inauguration or something.
The right-wing radio guys will love that.
