I posted a version of this in ARK, but I knew you folks would be interested.
Apparently, back in November, the Sacramento City Council passwed an
"unpublicized" city ordinance (Section 12.40.090 Parade and Demonstration
Equipment Prohibited) which forbids protestors or participants in a parade
from possessing certain objects, such as:
"... any sign, poster,plaque or notice unless such sign, poster
plaque, or notice is constructedsolelyof a cloth, paper, cardboard,
styrofoam orfoamboard and is no greaterthan one-third) inch (1/3")
in thickness"
"... any length of pipemade of metal, PVC or plastic"
"... glass bottles, glass jars or glass containers of any kind"
"... balloons filled with any material or substance other than air,
oxygen or helium. Prohibited materials and substances include, but
are not limited to water, paint, or any other liquid, solid, or gas"
"... any projectile launcher or other device which is commonly used
for the purpose of launching, hurling or throwing any object, liquid,
material or other substance, including but notlimited to supersoakers
and watercannons"
"... any operational gas mask or similar device designed to filter all
air breathed and that would protect the respiratory tract and face
against irritating, noxious or poisonous gases"
incidentally, this ordinance repealed an emergency ordinance that was apparently
MUCH STRICTER. I notice that the new ordinance now allows puppets and musical
instruments. OH THE HORROR! do they know what they're doing?
there's also a really confusing section about how to apply for a permit for a
