No, they will all become tax-collection agents. Not paying your taxes is not
really an option at this point.

Become a street gang without badges instead of a street gang with badges.

The two are intrinsically incompatible, but there's probably a way to
approximate it.

There is maximal tyranny in confusion because it confounds self-directed
action. The smart person will maximize the confusion and thus become
tyrant.
