must also correctly answer a mathematical skill-testing question which will
be administered by Productcom at a pre-arranged, mutually convenient
time before a prize will be awarded.

This is based on some obscure feature of Canadian law. If you have to
answer the question (probably What's 2 + 2?), it ceases being a
lottery. This avoids taxes in some way, or perhaps, prevents it from
being illegal. Of course, the provinces run lotteries...
