It sounds to me like the device wouldn't work as advertized. Unless
the streams of water are continuous from the pistol to the victim,
charge is carried only by the capacitance of the water droplets, which
I would guess is very small.

Probability question of the day:

Theoretically, if you set an ape down at a type writer and let him bang
on the keys for an infinite amount of time hoping that he would type
the Declaration of Independence followed by your last personal letter,
followed by the third chapter of your psychology book followed by the
script of the last play that you saw and also asked the most coordinated
person in the world to walk 5 steps without tripping on the first try,
which would be more likely to complete the task successfully, the ape or
the man??
