18 CHINESE MANAGERS EXECUTED FOR SHODDY QUALITY

BEIJING - Eighteen factory managers were executed for poor product quality
at Chien Bien Refrigerator Factory on the outskirts of the Chinese capital.
The managers - 12 men and 6 women - were taken to a rice paddy outside the
factory and unceremoniously shot to death as 500 plant workers looked on.
Ministry of Economic Reform spokesman, Xi Ten Haun, said the action was
required for committing unpardonable crimes against the people of China.
He blamed the managers for ignoring quality and forcing shoddy work, saying
the factory's output of refrigerators had a reputation for failure. For
years factory workers complained that many component parts did not meet
specification and the end product did not function as required. Compressors
were cracked, leaked freon and the electrical components were sub-standard.
Complaining workers quoted the Plant Manager as saying, "Ship it."
Customers, who waited up to five years for their appliances, were outraged,
he says. "It is understandable our citizens would express shock and outrage
when managers are careless in their attitudes toward the welfare of others."
Refrigerators are among the most sought after consumer items in Communist
China. "Managers in charge of production and engineering failed to perform
any useful corrections to the quality problems for the last 20 years."
Haun said. "Our soldiers are justified in wishing to bring proper justice
to these errant managers." The executed included the Plant Manager, the
Quality Control Manager, the Engineering Managers and their top staff.

New Age Sect Forbidden To Occupy Underground Montana Shelters

LIVINGSTON, Mont. -- Amid rising apocalyptic fervor among her
devotees, New Age sect leader Elizabeth Clare Prophet was warned by
county officials not to allow some 2,000 followers to inhabit a
network of underground bomb shelters they have built in the
mountains of southern Montana.
According to reports from defectors and worried relatives,
members of Prophet's Church Universal and Triumphant fear that a
nuclear war may begin Thursday -- on the Ides of March -- and have
been frantically preparing to ``go underground.''
Park County, Mont., officials said the sect's fully stocked
shelters lack an adequate sewage disposal system for hundreds of
people.
Two county sanitarians inspected the main underground shelter
system deep within the sect's 33,000 acre ranch bordering
Yellowstone National Park on Monday.
The shelter system includes six interlocking 200-foot-long,
14-foot-wide compartments stocked with supplies to house 750 senior
church staffers.
Some 45 other communal shelters of varying sizes have been built
in the area by church members, who adhere to a blend of New Age
mysticism, survivalist fervor, fierce anticommunism and divine
prophesy from ``ascended masters.''
Park County sanitarian Ken Anderson said after the inspection
that the central underground tank and ``gathering area,'' 42 feet
high and 50 feet wide, was stacked to the ceiling with food.
Computers were ``up and running'' and the place was ``bristling
with telephones,'' he said.
Above the underground city, known as ``the Heart of the Inner
Retreat,'' were numerous large cargo containers. Anderson said it
did not look as if the underground chambers had been occupied but
said he plans weekly inspections to make sure that church members
were not living in them.
On the main highway leading up to the sect's Corwin Springs
headquarters, every fourth or fifth car was loaded with personal
belongings, apparently of church members heading for the hills.
Several convoys of large trucks were also seen heading onto the
ranch.
``We have had a tremendous influx of church members into the
area recently -- hundreds and hundreds of them,'' Park County
Commissioner Carlo Cieri said.
``She (Prophet) has put out the call.''
Park County Attorney Nels Swandal said the church would be
subject to both criminal and civil prosecution if members inhabit
the shelters before the group gets permits for septic tanks. No
such plans have been submitted for any of the shelters, he said.
Over the weekend, Prophet's husband and the church vice
president, Ed Francis, issued a statement calling reports that
members plan to move into the shelters this week ``simply
preposterous.''
``We're not saying good-by to the world,'' Francis said. ``The
shelters will be used only if there is a nuclear war.''
Church leaders say Prophet has called March and April ``a
dangerous period'' and an ``accelerated time for the return of
man's karma,'' but they denied that March 15 has been set for a
nuclear apocalypse.
Prophet says the planet is in a ``dark cycle'' between the Age
of Pisces and the New Age of Aquarius.
Church spokesman Murray Steinman conceded that there is a flurry
of activity but said, ``You can't judge the church's policy by the
actions of individual members.''
Family members and friends of those in the church are becoming
increasingly worried about the atmosphere around the Montana ranch.
Staf Bellens, whose ex-wife is a member of the sect, traveled
from Belgium to Montana in an unsuccessful attempt to remove his
two teenage children from the group.
``Would you be scared,'' he asked, ``if two of your children
were in bomb shelters when the U.S. and U.S.S.R. have never been
closer?''
