While this may be a part of fear, it isn't "simply not knowing what to
do next". e.g.: Are you saying the Commander who must order his men to
retreat knows no fear simply because he knows it is his only logical
choice?

Really, I am completely stymied as to what you are getting at there.
Are you saying this commander would, in fact, know fear? Why would he
be afraid if he is ordering his men to retreat? Would it be more
getting at whatever you are getting at to talk about a commander
ordering his men into an attack? Really, I am totally not getting
your point.

Or are you saying, this commander knows fear, and is ordering his men
to retreat, because he's afraid, and you think I am implying that he
doesn't know fear, but you think he would?

Or what?

Really, I am not trying to be a smartass, you have completely confused
